The City of Shifting Communities fits into the general category of working class neighbourhoods. A high proportion of residents work in the service industry, and rely on public transit to get to work. These neighbourhoods form a scattered ring around the downtown core, and are defined by mostly older apartment buildings, many of which are in need of repair. Residents are on average mostly renters, fairly mobile and don't tent to live in family-style households. While these neighbourhoods do have a slightly higher unemployment rate compared to the City of Ottawa overall, in general residents of these areas live paycheck-to-paycheck and are reliant on rental housing stock and the public transportation infrastructure.

North Vanier, East Alta Vista, East Carlington, Lincoln Heights, Mechanicsville.
